Should be available from any place that sells licenses. The following is from Texas Parks and Wildlife website.

"Texas Resident Active Duty Military “Super Combo” Hunting and All-Water Fishing Package (Type 510): FREE
Available to any Texas resident on active duty in the U.S. Army, Navy, Marines, Air Force, Coast Guard, Reserves or National or State Guard. Proof of residency for this license is: military service record(s) indicating that the person’s home of record is in Texas or that the person’s duty station for the six months immediately prior to the time of application is in Texas. "

The free licenses for active duty military are available anywhere Texas hunting licenses are sold. For 60% or more disabled veterans their licenses are also free, they need the annual statement from the VA showing their rating.

Just one more reason to be proud of our great state, and to all of our service men and women it's the least we could do for all of you. Thank You so very much.
